    1972 — The Last Summer

Seventeen years had passed since the events of 1955.

World War III had never truly ended.

The ceasefires had become treaties, the treaties had become alliances, and the alliances had become permanent military blocs. Europe remained divided between the German-led continental governments and their uneasy Western partners. Russia had rebuilt its armies. America maintained enormous forces across the Atlantic and Pacific.

The world had survived one global war.

It had failed to learn how to live without preparing for another.

By 1972, the most dangerous weapons on Earth were no longer hidden in remote laboratories. They sat in hardened silos, submarines, railway cars, and underground command centers.

Among them was a new generation of German strategic weapons.

And Russia had built its own.

Neither side believed the other would actually use them.

That assumption lasted until June 17, 1972.

    The First Flash

At 03:42, Captain James Keller was sitting in a communications bunker outside Frankfurt.

The room was almost completely dark except for the green glow of a CX-72 cryptographic machine.

A cassette was turning inside its top-mounted deck.

Keller had spent the night decoding routine military traffic when every light in the bunker suddenly went red.

    An alarm began screaming.

A technician ran through the doorway.

    “Russian launch detected.”

    Nobody moved.

Keller looked at the wall clock.

    03:42.

    Then came the second report.

    “Multiple launches.”

    The third report was worse.

“German strategic command confirms incoming warheads.”

    Keller stared at the CX-72.

For twenty-five years, machines like it had carried the secrets of three wars.

Now the world had reached the moment those secrets had been built to prevent.

    Or survive.

    The Decision

The Russian attack was later determined to have begun with a missile strike against German military installations in Eastern Europe.

    The Germans responded within minutes.

Nobody knew afterward who had fired first.

Russia claimed Germany had launched a surprise attack.

Germany claimed Russia had attacked first.

American intelligence eventually concluded that a chain of false warnings, unauthorized orders, and desperate commanders had pushed both nations beyond the point of no return.

At 04:11, Germany launched its strategic missiles.

    At 04:19, Russia launched again.

By 05:00, the United States had placed its nuclear forces on maximum alert.

    Washington refused to launch.

    London refused.

    Paris refused.

    But the Russian-German exchange continued.

    The Fire

Across Europe, cities disappeared beneath enormous columns of fire.

    Berlin.

    Warsaw.

    Prague.

    Moscow.

    Leningrad.

    Hamburg.

    Kiev.

    Frankfurt.

Military bases, industrial centers, ports, airfields, and command bunkers became targets.

Then the missiles reached the north.

    Forests burned.

    Oil facilities exploded.

    Industrial districts became furnaces.

Millions of tons of smoke rose into the atmosphere.

The war that had begun as a struggle between governments became something larger than any government could control.

By the end of the first day, the northern hemisphere was burning.

By the end of the first week, the skies had begun to change.

    The Darkening

The sun disappeared first in Germany.

    Not completely.

It simply became weak and reddish, like an evening sun trapped permanently behind smoke.

    Temperatures fell.

Snow began appearing in places that had never expected snow in summer.

    Crops failed.

    Bird migrations stopped.

    Airports closed.

    Ships disappeared from the oceans.

The world finally understood that the nuclear exchange had created something no army could defeat.

    Nuclear winter.

The United States, Canada, Australia, Britain, and surviving European governments attempted to coordinate emergency food shipments.

But the atmosphere did not care about borders.

    Neither did the cold.

Within months, harvests across much of the northern hemisphere had collapsed.

    The Last Transmission

Keller survived the initial attack inside the communications bunker.

    The CX-72 survived too.

    Its green display still worked.

    Its cassette mechanism still turned.

But there was almost nobody left to communicate with.

On December 4, Keller received a transmission from Washington.

    It contained only three sentences:

    NORTHERN AGRICULTURE HAS FAILED.

    PACIFIC ROUTES ARE CLOSED.

    PREPARE FOR LONG-TERM SURVIVAL.

    Then silence.

    Keller removed the cassette.

For the first time, he didn’t insert another one.

    1973 — The Winter

Snow covered the ruins of Europe.

German soldiers and American troops who had once fought alongside each other now guarded underground food depots together.

    Former enemies became neighbors.

    Enemies became irrelevant.

People cared about heat, water, medicine, and food.

In the countryside, surviving communities began growing mushrooms underground.

    Old warehouses became farms.

    Military fuel was rationed.

Coal became more valuable than gold.

Children learned to sleep wearing coats.

The great cities became forbidden zones.

    Berlin was abandoned.

    Moscow was abandoned.

    Warsaw was abandoned.

Much of northern Europe was abandoned.

    But people remained.

    The American Enclave

In Colorado, surviving American scientists established a research center beneath the Rocky Mountains.

    Their mission was simple:

Determine whether the planet would recover.

    The answer took years.

    The atmosphere slowly began clearing.

But the old world was gone.

The scientists estimated that global temperatures could remain dangerously low for decades.

    Perhaps generations.

    They called the period:

    The Long Winter.

1976 — The Children of Winter

Three years after the exchange, Keller emerged from an underground shelter in what had once been southern Germany.

    He carried the CX-72.

    The machine was battered.

    Its casing was scratched.

    Its cassette deck barely worked.

    But it still functioned.

He had kept it because it reminded him of the world before the war.

    A world of governments.

    Armies.

    Borders.

    Maps.

    Secrets.

    He switched it on.

    The display flickered green.

    For several seconds, nothing happened.

    Then a signal appeared.

    Not Russian.

    Not German.

    Not American.

It came from a small settlement somewhere in the Alps.

    The message was short:

    WE ARE ALIVE.

    Keller stared at the screen.

    Then another line appeared.

    DO YOU HAVE SEEDS?

For the first time in years, he smiled.

    He recorded a reply.

    YES.

    The New World

By 1980, humanity had begun rebuilding.

    Not the old world.

    Something different.

The surviving governments no longer maintained enormous nuclear arsenals.

The surviving Europeans eventually formed a loose federation of territories that had once been enemies.

American and Canadian settlements reopened northern transportation routes.

Australian communities became major suppliers to the recovering southern hemisphere.

Russian survivors established agricultural settlements far from the destroyed cities.

    German survivors did the same.

    Nobody forgot the war.

Nobody forgot who had launched the missiles.

But the people born after 1972 grew up with a different understanding of history.

To them, Germany and Russia were not simply countries.

    They were warnings.

The CX-72 was eventually placed in a small museum built inside the ruins of an old communications bunker.

Beside it was a photograph of the world before the exchange.

And beside the photograph was a simple inscription:

They believed the machines would save them.

The machines only carried their decisions.

Humanity survived when it finally stopped making those decisions.

Outside the museum, grass was beginning to grow again.

    The sky was blue.

And after years of darkness, the sun finally looked like the sun again.

    The Longest War — 1955

By 1955, the Second World War had been over for eight years.

Official histories called it the German Victory.

The German Army had defeated the Soviet Union in the final campaigns of 1946–47, while Britain had been forced into an armistice and the United States had withdrawn from the European war after a political crisis at home. Germany dominated the continent through a network of occupation governments, military administrations, and client states.

But the victory had never brought peace.

In 1952, a new war began.

It was called World War III.

    1955 — Europe at War

The new war had divided the world into two enormous camps.

On one side stood the German-dominated European bloc, Britain, the United States, Canada, Australia, and several other Allied governments. On the other stood a massive Eurasian coalition centered on Russia and supported by governments and armies across Asia.

The strange alliance had been born from necessity.

Washington and Berlin had been enemies only a few years earlier. Now American bombers shared European airfields with German aircraft. Canadian troops guarded ports in the North Atlantic. Australian formations fought thousands of miles from home.

    Nobody trusted anybody.

    But everyone feared Moscow.

By February 1955, the front stretched from the Arctic to the Pacific.

And somewhere beneath the forests of northern Europe, an obscure German signals officer received a message that could change the war.

    The CX-52

Captain Erich Keller worked inside a reinforced communications station outside Hamburg.

His desk contained maps, field telephones, stacks of punched paper tape, and an aging CX-52 code machine.

The machine had been designed for a war that no longer existed.

Yet Intelligence officer Keller still used it every day.

At 02:17 on February 14, a strip of random tape arrived from the eastern front.

Keller threaded it through the CX-52.

    The mechanism clicked.

    The tape advanced.

    Letters appeared.

    He stopped turning the handle.

The message was only nine words:

THE RUSSIANS KNOW ABOUT THE NORTHERN CORRIDOR.

    Keller stared at it.

The Northern Corridor was not supposed to exist.

It was a secret military railway running beneath German-controlled territory toward Scandinavia. American and German engineers had spent three years constructing it underground, allowing supplies and nuclear weapons to move without exposure to enemy aircraft.

If Russia knew about it, the entire northern defense network was compromised.

Keller immediately sent the message to Berlin.

The reply came six hours later.

DESTROY ALL RECORDS. PREPARE EVACUATION. TRUST NO FOREIGN OFFICER.

    Keller understood the implication.

Someone inside the Western coalition had betrayed them.

    The Impossible Alliance

In Washington, President James Caldwell received the same intelligence.

His generals wanted the information kept secret from Germany.

The Americans suspected that the German government itself might be planning to use the Northern Corridor against its former enemies once Russia had been defeated.

    Caldwell disagreed.

“If the corridor falls,” he told his advisers, “there won’t be an American Europe left to argue about.”

Across the Atlantic, German Field Marshal Konrad von Eberhardt reached the same conclusion.

For the first time since 1945, American and German commanders began planning an operation together.

The operation was called Iron Lantern.

    Its objective was simple:

Find the Russian force approaching the corridor.

    Destroy it.

And discover who had betrayed them.

    March 1955

    The war became increasingly brutal.

Russian armies pushed through the Caucasus and eastern Europe while fighting erupted simultaneously across Manchuria, Korea, Siberia, and the Pacific.

American aircraft attacked railways in Siberia.

German armored divisions fought through Poland and Ukraine.

    Canadian troops defended Arctic bases.

Australian units fought alongside American forces in the Pacific.

The British Navy attempted to keep the Atlantic open.

And beneath all of it ran a silent war of spies, codebreakers, assassins, and counterintelligence officers.

    Keller eventually discovered something terrifying.

The intercepted message hadn’t originated in Russia.

    It had originated inside Berlin.

Someone within the German high command had deliberately revealed the Northern Corridor.

    But why?

The answer was hidden inside another strip of punched tape.

Keller fed it through the CX-52.

    The machine clicked steadily.

    Then the decoded message appeared:

THE WAR MUST CONTINUE. PEACE WOULD DESTROY THE NEW ORDER.

Keller looked at the words for several seconds.

The German victory of 1947 had created a regime that depended upon permanent war.

Now someone was deliberately preventing peace.

    The Final Campaign

By October 1955, the Russians had reached the outskirts of the Northern Corridor.

American tanks arrived from the west.

German armor arrived from the east.

Canadian infantry held the rail junction.

British aircraft attacked Russian formations approaching from the north.

For three days, the battlefield became a wall of artillery, aircraft, and armor.

Then Keller discovered the traitor’s identity.

    It wasn’t a Russian spy.

    It wasn’t an American.

It was General Friedrich Adler, one of the architects of Germany’s victory in World War II.

Adler had secretly concluded that the German regime could survive only if the world remained divided.

    His plan was horrifyingly simple:

    Prolong World War III indefinitely.

The German government would remain militarized.

    America would remain mobilized.

Russia would remain the permanent enemy.

And Europe would never again know peace.

Keller transmitted Adler’s orders to American and German commanders simultaneously.

The conspiracy collapsed within forty-eight hours.

    December 1955

    The Northern Corridor survived.

    The Russian offensive failed.

But nobody called it a victory.

    Millions were dead.

Europe had already endured one world war and now faced the possibility of decades of another.

For the first time, American, German, British, Canadian, and Australian diplomats met in secret.

They discussed something almost impossible to imagine in 1955:

    peace.

    Not friendship.

    Not forgiveness.

Not an alliance based on trust.

Simply an agreement that the world could not survive another generation of total war.

On December 31, Keller returned to the communications room.

The CX-52 sat silently on his desk.

A final strip of tape waited beside it.

He threaded it into the machine and began turning the handle.

    The decoded message read:

    CEASEFIRE NEGOTIATIONS BEGIN AT MIDNIGHT.

    Keller looked through the window.

For the first time in three years, there were no explosions on the horizon.

He set the machine inside its protective case and locked it. Hoping that he will have no need for it ever again.

Outside, the soldiers were still carrying rifles.

    The borders were still drawn.

    The old regimes still ruled.

And nobody knew whether peace would last.

But at midnight, World War III stopped being inevitable.

And in the alternate history of 1955, that was enough to give the world one more chance.

Pip: Seeds of Liberty is back, and this week the site is asking the kind of questions that make you want to check your HDMI cables.

Mara: Nick LaDue has been busy — the posts this week cover covert intelligence tradecraft, domestic surveillance and harassment operations, and a surprisingly principled secret society from 1889. Let’s start with the world of clandestine collection.

    Covert Intelligence Operations

Pip: These two posts are building out the infrastructure of spy work from the ground up — not the glamorous version, but the unglamorous mechanics of getting information out of hostile territory without leaving a digital fingerprint.

Mara: The Clandestine Collection Service lays out its core logic plainly: “A collection agent obtains the information and places it in a drop location. The agent often sets a signal that a pickup is required. Common signals used in training are moving a plant in a window or putting a chalk mark on something as they pass by it.”

Pip: So the most consequential intelligence in the world travels on chalk marks and houseplants. The upshot is that the entire system is designed to function below the threshold of electronic detection — no signal, no intercept.

Mara: That principle runs through both posts. The CCS prohibits all electronic transmission in some locations because of counter-espionage eavesdropping risks. Cutouts — intermediaries — are given only pickup and drop-off locations, so capture yields nothing useful in terms of intelligence.

Pip: There is something almost elegant about a network that defeats surveillance by refusing to exist electronically. The vulnerability section is equally blunt: everyone has a price, and the CCS trains officers specifically to find it.

Mara: The Special Collection Service covers the cases where even that framework falls short — when data exists only as a physical hard copy, or on an air-gapped machine with no network connection. The SCS goes in person, or alters hardware before it ever reaches the target facility.

Pip: Which is a reminder that the most secure computer in the world is still a physical objects build with circuits and cables someone has access to before it arrived.

Mara: Both games use after-action reports to drive campaign progression — failed missions mean rolling new characters, which keeps the stakes real. That same accountability structure reappears in a much darker context.

    Domestic Surveillance And Harassment

Mara: These posts shift from sanctioned intelligence operations to something more troubling — the use of surveillance and harassment techniques against ordinary people, framed partly as game mechanics and partly as documented personal testimony.

Pip: The Directed Energy Weapons post opens the door. DEW describes a decades-long program targeting people governments consider inconvenient — not spies, not criminals, just people with the wrong opinions or the wrong name.

Mara: The post is direct about the mechanism: “The victims are called ‘programs’ because the reason they are being attacked is to try to force by programming the victim to stop doing whatever it is they do or think. If the victim changes how they think they survive.” more or less intact.

Pip: That framing — behavior modification through physical and mental harm, dressed up in bureaucratic language — is the part that lands hardest. The post traces DEW development back to the 1950s, with test subjects drawn from populations deemed expendable.

Mara: Domestic Espionage extends this into street-level operations. It reads as both a game module and a firsthand account — describing how local recruiters, compliant HR managers, and evidence-tampering district attorneys are enlisted to destroy a single target.

Pip: The technique list in that post is where the clinical tone gives way to something rawer: tire punctures, food poisoning, pet killings, stolen objects that somehow find their way back into their home. The specificity is hard to dismiss.

Mara: The post explicitly frames these as “CIA style no touch torture techniques” adopted by non-state groups — compartmentalized, deniable, and designed to leave the target discredited rather than visibly harmed. The operational logic mirrors the intelligence posts, just turned inward.

Pip: Which makes the juxtaposition deliberate. From there, the site takes a sharp turn toward something older and considerably more wholesome.

    Hidden Histories And Secret Groups

Pip: The Secret Society of Hobos is exactly what it sounds like, and it is somehow the most formally ethical document in this entire episode.

Mara: Sixty-three transient workers met in 1889 and produced a sixteen-point code. Rule thirteen reads: “Do not allow other hobos to commit any crimes. Expose all crimes particularly those against woman or children to authorities.”

Pip: A secret society with a mandatory whistleblower clause. The 1933 setting — peak Depression, Hoovervilles, riding the rails — gives the TTRPG its stakes, and the hobo sign system gives players an actual communication layer that only Tourist Union members can read with full accuracy. The tourist union is what the club members call their group.

Mara: The post pairs with the Brethren of the Coast, another hidden fraternity built around a code — different era, different membership, same structural instinct: a group that governs itself when no one else will.

Pip: What ties this week together is the question of who gets to operate outside normal rules — and whether the code they follow makes that legitimate.

Mara: The hobos wrote theirs down in 1889. The intelligence services write theirs in after-action reports. Next time, we’ll see what else Seeds of Liberty has been exposing. What thrives in darkness yet withers when exposed to the light of day must not be allowed to continue.

    Secret Society of Hobos

Sixty Three transient workmen and itinerant laborers attended a meeting in 1889. What followed is one of the least publicly known secrets in American history. That day a secret society and a moral code of ethics was formed. This moral code guided many who had fallen on hard times. They did not call themselves homeless, transients or hobos. They called themselves “Tourists” from Union #63. This name was decided upon due to there being 63 original members who attended the first meeting. In this game each member is a hobo. They must stay moral and dedicate their lives to helping the institution of hoboing in the United States. The year is now 1933 and the United states has reached the highest unemployment in its history. You set out with a group of unemployed “tourists” to seek fortune and adventure riding the rails. You will be camping out in the vast wilderness of the United States. You will also frequently set up camp in Hoovervilles. You will never over stay your welcome. You help out in soup kitchens when asked and render aid to those in need. This is the Hobo way.

    ———————————————————————————

    Rules

Tourist Union #63 – Hobo CODE of Ethics, August 16th 1889

    1. Decide your own Life; don’t let another person run or rule you.

(The Tour Guide on this adventure is simply a referee all decisions made by the TG are final. Life is tough. Your decisions are yours to make. Poor decisions equal poor outcomes).

    2. When in town, always respect the local law and officials, and try to be a gentleman at all times

    3. Don’t take advantage of someone who is in a vulnerable situation, the locals or other hoboes. Be kind to everybody.

    4. Always try to find work, even if temporary, and always seek out jobs nobody wants. By doing so you not only help a business along, but ensure employment should you return to that town again.

    5. When No employment is available make your own work by using your added talents and crafts.

    6. Do not allow yourself to become a stupid drunk and set a bad example for the locals’. This will lead to bad treatment of other hoboes.

    7. When Jungling in town, Respect handouts, do not wear them out, another hobo will be coming along who will need them as badly, if not worse than you.

    8. Always respect nature, Do not leave garbage where you are jungling.

    9. If in a community jungle, always pitch in and help.

    10. Try to stay clean, and boil up wherever possible.

    11. When traveling, ride your train respectfully, take no personal chances, cause no problems with the operating crew or hose railroad, act like an extra crew member.

    12. Do not cause problems in a train or yard. Another hobo will be coming along who will need passage through that yard.

    13. Do not allow other hobos to commit any crimes. Expose all crimes particularly those against woman or children to authorities. Criminals give upright hobos a bad name and should not be tolerated.

    14. Help return all runaway children to parents and authorities. Encourage them to stay home and finish their education.

    15. Help your fellow hoboes whenever and wherever needed, You may need their help someday.

    16. If present at a hobo court and you have testimony, give it. Whether for or against the accused. Your voice counts!

    How Hobo Signs Worked

Hobos and traveling workers in the late 1800s and early 1900s used these symbols to communicate quickly and safely:

    • Drawn with chalk, charcoal, or carved into dead wood near roads, fences, train stations, or buildings.
    • Simple, recognizable shapes that convey danger, kindness, food, or work opportunities.
    • Survival tool: Help travelers find food, shelter, and work while avoiding danger.

Hobo signs and codes will be found along the way to a set destination. Read them to find the best spots to camp or to find work food and to collect money. Do not take the roads with danger signs unless they are on the way. Roads marked with these signs do not lead to good outcomes. If a road with a danger sign must be taken make sure all health and other stats are high before traveling down them.

Use Hobo signs to mark the way for the adventurers who come after you. Only those is the Tourist society will be able to read the messages with 100% accuracy.

    ———————————————————————————

    HOBO CODE TABLE

Please refer to the list provided or any other list of hobo codes to send and receive messages. Leaving good clear messages for future adventurers is seen as an act of kindness and helps build trust with other groups. Your style of marking can be identified by other hobos you meet. Leaving a bad mark will lead to negative consequences when meeting with other hobos. If you commit any negative act toward another hobo, you will likely be put before a Hobo Jury at the next large settlement your group comes to.

Directed Energy Weapons (DEW) have been used for decades to punish people who governments with DEW programs deem to act or think in a way not conducive to government and educational mandates. The victims of DEW programs are everyday people. They are isolated and then attacked electronically and from a distance. The victims are called “programs” because the reason they are being attacked is to try to force by programming the victim to stop doing whatever it is they do or think. If the victim changes how they think they survive. If the victim does not change their mind is destroyed by the program. It is often called the “immaculate concussion” because the damage to the brain and body was initially described as like a concussion and many physical traumas. The truth is the energy waves the victim was subjected to over time were so great that the cumulative internal damage over time left damage that could not be seen but could be discovered by modern medicine.

The world has been refining DEW weapons since the 1950s. It is only now that these weapons have advanced enough that they are being used on the battlefield. The test subjects over this span of time have been people who the government deemed “useless”. Often those with differing opinions to those who conducted the program. Many mentally handicapped or autistic people were employed. Even children have been subjected to DEW torture programs. Often these children share a name in common to someone already in the program. Names get “rolled over” when one program closes and a similar program starts. Often the actual target is changed in the process.

    Special Collection Service

    Mission Statement

The duty of the Special Collection Service (SCS) is to acquire information that can not be had by external hacking, Signal intel (SIGINT), Geo intel (GEOINT), or Human intelligence (HUMINT). They also test system security for companies and government agencies in critical sectors such as, medical, finance and government contracting. These missions often require tapping into or altering of hardware and software associated with data that may be useful to any agency. The SCS can also alter data as required by any agency in their network. Not all information can be hacked. It is often the case that data acquired is a hard copy of data or samples, a product or substance. Not all data is held on a computer or in digital memory.

    Trade craft

These operations often involve access to the physical location that the required data is held or processed. Hardware or software is often altered before it arrives in the targets facility or home. Not requiring physical access to the facility is more suitable than clandestine entry. The changes can be as simple as switching a HDMI cable with one with a hidden encrypted radar reflector (radar reflectors reflect information back to a source when “illuminated” with an external signal). They can amplify a signal before reflecting it back if power is available in the cord or device they are hidden in. Many devices are available. Every task force can purchase a device through an NSA manual or through a network of approved devices.

The alternative to altering hardware or software is the black bag operation. The group sneaks into the location the data is held and physically takes it, changes it or copies it. These operations can be used if the information required is not on going and is not accessible by other means.

    Target Practice

The Task Force you are attached to has been given a mission to steal information from an air gaped computer. This game is set in modern times. This computer is owned by a researcher who claims to have technical knowledge critical to anti gravity technology. Your group admits this mission is ridiculous and has been informed it is for training purposes only. This researcher is prone to fantasy and has been diagnosed with mental illness prior to this operation. If the operation fails any complaints the target has will be attributed to her mental illness. This covert operation is training for a covert operation that will be performed on another researcher target. The next target will have information on their air gaped computer that has actual research information pertinent to an agency in your network. If the next target has any suspicions they will not be explained away by their mental state, The concerns will be investigated by experts. Without a successful mission on the first target a mission on the next target will be scrapped.

    Game Rules

If any member of the task force is caught during an actual operation they must create a new character. Training operations fail after one character is discovered. Once a character is caught the team will not acknowledge that the team was ever anything other than the members it currently has. When a member must reference a replaced member to explain a situation they will reference the person as usual and the other members will say “(Name) Who?”. It is a constant reminder that failure is not an option. The process of the game starts with a training situation that is short and simple followed by a similar situation that requires an entire campaign. The training situation is often carried out with ground rules and safeguards to protect the people working at the training location. The workers being trained on are unaware they are being trained on. They do not realize anything had even happened even after the operation. Sometimes they may only realize any change in their workplace by the safeguards and changes in security procedures after the team analyzes the weaknesses in the system. If the people become aware that a team is operating it is often considered a failure and the group must start again. Anonymity is the key to the success of a mission. Plausible deniability is required to ensure optics of the outside world are kept positive.

    After Action Report

At the close of each operation the team has an after action meeting. The meeting goes over what worked, what did not work, areas that require more training and all other aspects of the mission. This is then compiled into a report that is used by the Game Moderator to improve future operations and further the campaign. If the mission failed all players must roll new players as the “team” has likely been split up and sent to non-operational parts of the agencies the team serves. Often the members who fail will also be pawned off on a company that has contracted with the SCS team in the past that is on the “do not contract with them again” list. The rejected company get a trained agent and the agency discards a rejected agent.

    Objective

The objective of the Clandestine Collection Service (CCS) is to create a network of clandestine cutout devices, hidden “letter boxes”, drop sites and other mechanisms to allow data and objects to be transmitted without the aid of electronic devices. This information collected is often not known to exist by an agency before collection. This activity is crucial to the defense of the countries allied to the spy networks involved. This information can with wars and steer the course of the world. A collection agent obtains the information and places it in a drop location. The agent often sets a signal that a pickup is required. The most common signal is moving a plant in a window or putting a chalk mark on something as they pass by it. All drop locations and signals must be approved by a handler. No location is to be used again in the same year. The handler is a NPC played by the GM. The objective is to get the information out of a hostile country and into a friendly country. The information is then often transmitted through encrypted intelligence channels or through diplomatic correspondence or diplomatic mail back to the NSA for analysis. The NSA informs the CIA and various agencies in its network of its findings.

    Vulnerability

The agency coerces people to betray their country with the use of officers trained in manipulation. Everyone has a vulnerability to exploit and everyone has a price. The trained officer finds these weaknesses in the target and exploits them. The network can also send information and items to the handler and/or case officer if the target agent asks for something physical. One agent collected information for the CCS for the price of a “drawing set with good erasers for my daughter”. It is amazing how little some people often ask in return for betraying their own country. In some countries the conditions are so poor that just being kind in a world that is so oppressive is enough to gain information vital to the defense of the allied forces. The target and vulnerabilities are determined at random before the game starts.

    Target Practice

The Clandestine Collection Service has a lead on a man who has already sold information to another countries spy agency. He has been non-active for many years. That old operation had been blown. Many of the friendly nations agents did not get swept up by the adversary country. The enemy countries counter espionage tactics only found the discard agents that the agency had set up to draw attention away from the highest producing agents. It should be a simple meet and pitch situation. High value items should be the primary means of contracting this agent. The agent is aware that many other agents have been swept up in the last raid. The price for his information will likely be higher than it once was. He will not go to the authorities if the meeting fails. The previous agency has collected enough information to secure his arrest if he rats on the Collection Officer after the meeting. The Officer should pitch a simple all or nothing pitch to the agent. With the void left by the missing government employees he has been promoted many times and now has access to more information than he once had. The agent should be asked to get the highest level of information he can for return of a large payment. He should be given something he can trade or sell at the first meeting as a good faith gift. Retirement in a safe country can be negotiated for level 12 or higher information. An extraction team is in the region in the event that he requires this in return for information. He has likely been storing information for years for this payday.

    Game Rules

All operations must be clandestine. At no time can any information be transmitted without being transmitted by a cutout device such as a dead drop or a cutout agent. No electronic transmissions are allowed due to the risk of eavesdropping by foreign countrys’ counter espionage services. Cutouts and other useful idiots are never given any information other than pick up and drop off locations. If they are captured they are discarded. No operations to cover up blown operations are performed. The officers simply leave the area and are re-trained and re-assigned to other operations.

    After Action Report

At the close of each operation the team has an after-action meeting. Often the members who fail will also be pawned off on a company that has compiled data obtained from the CCS team in the past. The company gets a trained agent, and the agency discards a rejected agent. This usually works out best for the intelligence community.

    Domestic Espianage

    How to play

Your first job is to collect and/or falsify evidence to use against your target later. This target has been selected specifically for training. The damages to him will be real. This target is already mentally slow, physically ill from a lifetime of repeated beatings and abuse and has no close friends or family. Half of the job is already done, All that is needed now is to finish him. He must be discredited, set up and destroyed. For this many people are enlisted from the local area to legitimate the groups actions.

The Regional Manager for the Corporation the target works for Narindar has been selected to help finance and legitimize the operation. He has been in the US for 35 years and will help if it means help getting his citizenship. He claims to be a Christian from India however he promotes Sharia law practices, speaks Urdu like a Pakistani and Prays in the ways of Islam with other Muslims. He is also known to help finance the harm any Christian when asked so long as he does not do the harm directly. He is offered an avenue to citizenship in return for help targeting his employee. He eagerly accepts this offer.

Cathy is the Human Resources manager of the company. She believes any lie she is told. She is easily manipulated. She also daydreams situations to the point that she has created write ups for people about situations on days they didn’t even work. The write up was often about things no one remembers but her. She once made a man do something dangerous at the job than told a court she fired him before he was injured. She knew he would be harmed before she forced him up the dangerous unstable ladder.

Mary is the next person the task force enlists to help harm the target. She is a District Attorney in a nearby county. The DA in the same county the target lives is slightly too smart to take any lie as fact without checking so your group goes a county over for a DA that does not fact check. Mary believes that “Sometimes a person is completely innocent and is still guilty” and “They arrest them, I only put them away”. She is perfect. She builds cases with no evidence and has no problem tampering with evidence if it means a conviction. Please watch the documentary “who killed garret Philips” for more information on the kind of person being described.

Many other people in the area are selected to help the DE group. Many dim-witted people are found suitable. Many women named Mary or Cathy who are heavily engaged in local religious groups or Easter Star Masonic groups are often suitable candidates to help with DE operations. Many Masonic men and VFW patrons are also suitable. Anyone dumb enough to be fooled that can still seem legitimate and educated if needed as a court witness is suitable. A list of easily manipulated people is kept for this purpose in many areas. DE groups often use the same people again for new operations.

    Advanced CIA style no touch torture techniques used by Narcissistic groups;

●These techniques look identical to Psychopath and narcissistic abuse by proxy with the use of Apathetic personality individuals because that is exactly what it is.

●These are “no touch” operations. They are supposed to leave no trace. They only kill by accident. They feed on torture. They lose a source of entertainment if you die.

●The bums they hire will often go after anyone with a similar name to a target. They are often low IQ individuals with no ability to think for themselves. They have even targeted people possessing the same name as someone on their harassment lists. The Apathetic people used by narcissist rings will do anything and abuse anyone for the gratification it gives them. They do not question their orders. They work similarly to the flying monkeys in the Wizard of OZ. A wicked person sends them out and they just go.

    Techniques;

    ● Propping screws against your vehicle tire so the tire is punctured when the vehicle rolls away.

    ● Pouring water in your fuel tank. They often carry bottled water. No one suspects they are pouring it into a targets fuel tank. It is totally normal to carry a water bottle.

    ● Loosening the screws on your door locks. I never did find out why they do this.

    ● moving a rarely used item in your home to a strange place. No idea why they do this either.

    ● Poisoning or killing your pets if they interfere with them harassing and snooping inside your home. Caught an Eastern Star working in a management office who killed my mothers dog. She even admitted to it. They can’t stand a barking dog.

    ● They will do covert actions against your family and friends for “helping you”.

    ● Placing poison in your food and beverages at home or at your work to make you too sick to work. Prolonged attacks leave you permanently disabled. Mentally and physically.

    ● leaving strange items in your home (I once found a stitch like used to close wounds on my carpet) I also found items likely brought back to the wrong house after they took them.

    ● They will contact both your landlord and your workplace. Both places will harass you to no end. People from your job will go into your home with your landlord and be provided a key to enter any time they want.

    ● Taking (stealing) items from your home I had my bank card stolen and used by them.

    ● I had a DnD D10 dice stolen and a black round ball for a muzzle-loader taken. They later returned the items after being caught by their superiors. I know this because they somehow started sending me messages at my job thinking I was a co-worker with the same first name. I was also auto admitted to group chats for the same reason. They used a service they called “work group”. They would talk about felonies they were going to commit, and I heard much of it. They did not have any morals and did not fear consequences they would joke “what are we going to arrest ourselves” whenever a new member would question something.

    ● They tamper with your firearms.

    ● They have your landlord go into your home when you are not home. They go into your home when you are at work also.

    CIA style reprisal techniques on programs as adopted by other groups;

    Poisoning to make person ill;

    ● pure glycol (derived from industrial chillers)

    ● Rat poison (derived from basements, attics, barns, and other areas old rat poison was used)

    ● Tetrahydrozoline (derived from eye drops)

    ● Biting insects

    ● Fleas, ticks, bed bugs, and other insects are introduced into the person’s home to make the person ill. They collect them from other targets homes, so they have a never-ending supply.

    ● Contacting former federal employees at their workplace to do harm to them

    ● Blackmail

    ● Contacting former federal employees at local businesses to make doing any task harder for them. They will have to struggle to get anything done that should be simple.

    ● Employing felons to stalk and harass the person.

    ● Many foreign born people are involved. I do not know why.

    ● Harming the persons family members and friends.

    ● acquiring the persons garbage for Blackmail items.

    ● acquiring the persons search history for blackmail items.

    ● Hacking all digital devices for blackmail items.

    ● searching the house, workplace, vehicle and property for blackmail items.

    ● Hiring “investigators” to create false information on someone for a smear campaign.

    ● People show up to places to stalk and harass the person

    ● People who do the covert actions behind the scenes are not the same people that do physical actions against the person. They are compartmentalized.
